RESOLVED, That a committee of three be appointed prepare a memorial to be submitted to the Congress of the United States at its next session, urging that body to adopt such measures as may be deemed proper to secure to American citizens whilst traveling or residing in foreign states, the exercise of the rights of conscience and religious worship.
