RESOLVED, That a committee of one from each state represented in this body be appointed, to draft a memorial to the President and Senate of the United States, praying that the same religious liberty shall be guaranteed by the treaties existing between this nation and foreign nations, and by treaties hereafter formed, to American citizens residing in foreign lands under the flag of our country, which is guaranteed to all foreigners residing on American soil.
